The State Library of Kansas, the Library of Michigan, the South Dakota State Library, and the Wyoming State Library have selected Counting Opinions and its LibPASLibrary Performance Assessment Service (Library Performance Assessment Solution) for the capture, management, and sharing of their respective state's public library annual report, including their annual Institute of Museum and Library Services (IMLSInstitute of Museum and Library Services) data filing requirements.

The state libraries of South Dakota and Wyoming will also be employing LibPASLibrary Performance Assessment Service for the capture and management of school library data.
